Could this be a Cain and Able experiment? Two groups, one to slay the other.  The good doctor chose these individuals to determine what group relations would work best in crisis, and what dynamics would lead to conflict and annihilation. The doctor is a pacifist and he wants to save the world. There's some collateral damage, of course.
